Reference #OP-PS-26-001. Department: Vehicle Maintenance. Description: The Sonoma-Marin Area Rail Transit District (SMART) is a Special District within the State of California that owns, maintains, and operates passenger rail service in Sonoma County and Marin County. In addition to passenger rail service, SMART is a common carrier that owns and operates freight rail services within Sonoma County, Marin County, and Napa County.

SMART is seeking Proposals from qualified and experienced firms to upgrade it’s existing DMU Onboard Camera System. Work includes: furnishing all engineering, design, project management, hardware, software, licensing, integration, configuration, factory acceptance testing, on-site installation support, qualification testing, FRA submission support, commissioning, documentation, training, spare parts, and warranty necessary to deliver a fully functional 49 CFR § 229.136-compliant onboard image and audio recording system on each of SMART’s eighteen (18) Diesel Multiple Unit (DMU) railcars. This work also includes a wayside video management system, plus integration with the existing onboard Monitoring and Diagnostic System (MDS), Communication Control Unit (CCU), Passenger Information System (PIS), and Passenger Emergency Intercom (PEI) subsystems on each car. SMART's vehicle maintenance team will perform actual installation of equipment on railcars with Consultant installation support. System acceptance must be achieved by the FRA mandated deadline of October 12, 2027.

This project is being funded with Federal 5337 Funds through the Federal Transit Administration, State of California State of Good Repair Funds, and Measure Q Local Funds. Buy America requirements will be in effect for this project.

SMART will be hosting an in-person Pre-Proposal Conference and Site Visit on September 25, 2026 at 10:00am (Pacific). RSVP is required. Review the Request for Proposals solicitation documents for more information.
