Official description
Reference #CV-BB-26-005. Department: Engineering. Description: The Sonoma-Marin Area Rail Transit District (SMART) is a Special District within the State of California that owns, maintains, and operates passenger rail service in Sonoma County and Marin County. In addition to passenger rail service, SMART is a common carrier that owns and operates freight rail services within Sonoma County, Marin County, and Napa County.
SMART is seeking Sealed Bids from qualified, experienced, and licensed contractors to replace two existing timber railroad bridges (Basalt Creek MP 29.31 and San Antonio Slough MP 31.74) with steel open deck bridges on steel piles and precast abutments and wingwalls. The replacement bridges are longer than the existing bridges and are to be installed behind existing abutments and headwalls, which are to remain in place. Both of these railroad bridges are located on SMART's Mainline and on active railroad right-of-way. SMART will provide one (1) weekend shutdown of the railroad in order to set the bridge decks for both bridges. Besides this authorized shutdown, continued railroad operations is critical throughout the duration of the project.
There are strict environmental limitations on the work schedule with this project. Environmental restrictions prevent work from starting prior to September 1st and require all in-water work to be complete by October 15th. Contractor shall achieve Substantial Completion of the project by November 30, 2027 and full project completion no later than December 31, 2027.
SMART will be hosting a Pre-Bid Meeting and Site Visit for Bidders on Wednesday, September 30, 2026 at noon to review the project and physically see the project site and current conditions. RSVP is required to attend.
The Engineer's Estimate for this project is $1,650,000 to $1,900,000 and is funded using Federal Transit Administration 5337 State of Good Repair Funds and SMART Measure Q Local Funds.
The deadline to submit a bid in response to this Solicitation is October 21, 2026 at 2:00pm (Pacific). Project closes Oct 21, 2026 2:00 PM PDT.
