Traffic signal and turn lane installation

The City of Newport News (the “City”) is seeking bids from qualified firms (the “Bidder” or “Contractor”) to furnish the goods and/or services described herein and bids will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Friday, April 5, 2024 at 3:00 pm (local prevailing time). The purpose of this Invitation for Bid (IFB) is to establish a contract with a qualified Contractor to furnish/provide services, entailing the construction of new mast arm traffic signals and pedestrian enhancements at the intersection of Rock Landing Drive and Omni Boulevard. This a Federal Highway Safety Improvement Program (HSIP) supported project, administered through the Virginia Department of Transportation (VDOT), and will be governed by VDOT technical specifications, standards, manuals, and guides. This project shall be constructed in accordance with: AASHTO (American Association of State Highway and Transportation Officials) A Policy on Geometric Design of Highways and Streets, 7th Edition, dated 2018, the Virginia Department of Transportation Road and Bridge Specifications, dated 2020 (“R&B Specs”); and the Virginia Department of Transportation Road and Bridge Standards, dated 2016; the Virginia Work Area Protection Manual Revision 2.1, dated November 1, 2020; the 2009 edition of the MUTCD, Revision 3; and Supplemental Specifications, Special Provisions and Special Provision Copied Notes in this contract.
