Street milling, repaving, and ADA ramp upgrades

The City of Newport News (the “City”) is seeking bids from qualified firms (the “Bidder” or “Contractor”) to furnish the goods and/or services described herein and bids will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Tuesday, August 29, 2023 at 3:00 pm (local prevailing time). The purpose of this Invitation for Bid (IFB) is to solicit bids to furnish milling and repaving and make associated concrete repairs on streets. The City seeks a contractor to perform the above work along Southbound Jefferson Avenue from Harpersville Rd to Hemlock Rd, and Northbound Jefferson Avenue from Harpersville Rd to Lyliston Ln. The project includes milling and repaving 2” depth of surface asphalt and making associated concrete repairs. Additionally, ADA ramps will be upgraded. This is a City administered, VDOT project with Federal funding sources and will be governed by VDOT technical specifications, standards, manuals, and guides. This project shall be constructed in accordance with: AASHTO (American Association of State Highway and Transportation Officials) A Policy on Geometric Design of Highways and Streets, 7th Edition, dated 2018, the Virginia Department of Transportation Road and Bridge Specifications, dated 2020 (“R&B Specs”); and the Virginia Department of Transportation Road and Bridge Standards, dated 2016; the Virginia Work Area Protection Manual Revision 2, dated September 1, 2019; the 2009 edition of the MUTCD, Revision 2; and Supplemental Specifications, Special Provisions and Special Provision Copied Notes in this contract.
