Flashing yellow arrow traffic signal upgrades

Solicitation #24-1192-6231. Issued by Office of Purchasing. The City of Newport News (the “City”) is seeking bids from qualified firms (the “Bidder” or “Contractor”) to furnish the goods and/or services described herein and bids will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Tuesday, October 3, 2023 at 2:30 pm (local prevailing time). The purpose of this Invitation for Bid (IFB) is to solicit bids to provide and install Flashing Yellow Arrows. This project is to upgrade existing traffic signals in the City of Newport News from five-section, protected-permissive left-turn signals to four-section, flashing yellow arrow signals to improve traffic safety and traffic operations. There are 33 intersections to be upgraded. The construction work will include traffic control, replacement of signal head and hanger assemblies, new hardware for FYA operation, and limited installation of conductor cable This project is a City administered, VDOT project with State and Federal funding sources. All State and Federal rules apply. The Contractor is responsible for satisfying all documentation and form submissions of the State and Federal requirements including but not limited to civil rights, material certifications, material sampling and test results, wage rates, weigh sheets and delivery tickets, etc., as per the 2020 edition of the VDOT Road and Bridge Specifications and the 2016 edition of the VDOT Road and Bridge Standards. This project shall be constructed in accordance with: AASHTO (American Association of State Highway and Transportation Officials) A Policy on Geometric Design of Highways and Streets, 7th Edition, dated 2018, the Virginia Department of Transportation Road and Bridge Specifications, dated 2020 (“R&B Specs”); and the Virginia Department of Transportation Road and Bridge Standards, dated 2016; the Virginia Work Area Protection Manual Revision 2, dated September 1, 2019; the 2009 edition of the MUTCD, Revision 2; and Supplemental Specifications, Special Provisions and Special Provision Copied Notes in this contract.
