Architecture and engineering design for seafood market facility

The Economic Development Authority of the City of Newport News (the "NNEDA" or “City”) is seeking proposals from qualified firms (the “Offeror” or “Consultant”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Wednesday, January 4, 2023 at 5:00 pm (local prevailing time). The purpose of this Request for Proposals (RFP) is to solicit proposals to furnish/provide architecture and engineering professional services for the construction of a seafood market and restaurant/catering kitchen facility, on a portion of 919 Jefferson Avenue. The seafood market facility will be designed and constructed as part of the implementation of the Choice Neighborhood Initiative Implementation Grant. Through this RFP, the Newport News Economic Development Authority desires to engage a design team that will provide architecture and engineering professional services through a design phase and construction phase. The overarching goal for the facility is to leverage the seafood landed at the Seafood Industrial Park and waterfront site to create a resident benefit and visitor attraction providing affordable, quality food and drinks, as well as opportunity for entrepreneurship and small business growth. The design team shall be responsible for general project administration, conceptual design, and schematic design (30%), design development (60%, 90%, and 100%), commissioning, cost analysis, construction documents and project specification development, bid assistance, construction administration, geotechnical services, and other elements as required.
