Seafood market facility lease and operations management

The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Monday, November 7, 2022 at 5:00 pm (local prevailing time). The purpose of this Request for Proposals (RFP) is to solicit proposals to lease, operate, and manage a seafood market facility in the Marshall-Ridley Choice Neighborhood, at the Seafood Industrial Park, in Newport News, Virginia. The selected Offeror is expected to deliver and provide all elements of seafood market facility management and operation to include, but not be limited to, provision of a catering/restaurant operation (whether directly or through sublease), management of small vendor kiosks/stalls supporting entrepreneurship, and management of the space for events, all as consistent with the goals identified in this RFP, as well as the attached exhibits. The overarching goal for the facility and relationship with the selected Offeror is to leverage the seafood landed at the Seafood Industrial Park and waterfront site to create a resident benefit and visitor attraction providing affordable, quality food and drinks, as well as opportunity for entrepreneurship and small business growth. The seafood market facility will be designed and constructed as part of the implementation of the Choice Neighborhood Initiative Implementation Grant. Through this RFP, the Newport News Economic Development Authority (NNEDA) desires to engage an operator that will provide consulting services through a design phase and construction phase, with the intent to negotiate and enter into a lease, operation, and management agreement for the facility with NNEDA prior to construction completion.
