Waterfront restaurant lease and operation

Solicitation #23-1195-3625. Issued by Office of Purchasing. The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Friday, October 28, 2022 at 5:00 pm (local prevailing time). The purpose of this Request for Proposals (RFP) is to solicit proposals, from qualified firms with restaurant management experience, to lease and operate an approximately 4,650 square-foot full-service restaurant/grill, located at 2295 Harbor Road, Newport News, Virginia 23607, and to meet the minimum requirements outlined in this RFP. Through this solicitation and subsequent lease of the restaurant facility, the City desires to provide opportunity to a commercial enterprise that will support and enhance quality of life amenities available within the City. The City’s goal is for the facility to provide high-quality food service, drinks, and cocktails that will serve as a draw for residents and visitors from within and outside of the region.
