Solicitation #26-2732-3608. Issued by Development. The Economic Development Authority of the City of Newport News (the “City” or "EDA") is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Friday, April 17, 2026 at 5:00 pm (local prevailing time). The purpose of this Request for Proposals (RFP) is to solicit redevelopment proposals from qualified developers for the adaptive reuse of the former Greek Orthodox Church, owned by the Economic Development Authority of the City of Newport News, Virginia (EDA) and located at 2591 West Avenue, Newport News, Virginia 23607 (Parcel ID # 315010102).
