Due diligence and infrastructure studies at air commerce park

The Economic Development Authority of the City of Newport News (the "EDA" or “City”) is seeking proposals from qualified firms (the “Offeror” or “Consultant”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Monday, September 23, 2024 at 5:00 pm (local prevailing time). The purpose of this Request for Proposals (RFP) is to solicit proposals to furnish/provide consultant services for due diligence and related studies at Air Commerce Park located at the Newport News/Williamsburg Airport (PHF) in the City of Newport News. The Economic Development Authority of the City of Newport News, Virginia is seeking proposals from interested and qualified firms to conduct the necessary due diligence, infrastructure assessments, and Preliminary Engineering Reports (PER) to advance both Air Commerce Park East and Air Commerce Park West at PHF from Tier 2 to Tier 3 Virginia Business Ready Sites Program (VBRSP) status. Notice: The City, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all Offerors that it will affirmatively ensure that any contract entered into pursuant to this solicitation/advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
