Solicitation #25-1403-1425. Issued by Office of Purchasing. The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Sunday, August 25, 2024 at 11:45 pm (local prevailing time). The purpose of this Request for Proposals (RFP) is to solicit proposals from a qualified consultant ("Contractor") to complete a disparity study related to City procurement activities with small, women-owned, minority-owned and service disabled veteran-owned business (collectively "SWaM") and to determine if a significant statistical disparity exists in awarding contracts to SWaM firms that are qualified, willing and able to perform work for the City as both prime contractors and subcontractors.
