* The City reserves the right to modify these dates. ** A pre-proposal conference will be held at the Greenbelt Community Center (15 Crescent Road, Room 114, Greenbelt, MD) on Wednesday, September 16, 2026, 11:00 am – 12:00 pm. Attendance is not mandatory. II. PROJECT BACKGROUND The City of Greenbelt was originally envisioned to be a walkable, bikeable community, and at its core, much of the central historic district remains relatively safe for multimodal transportation. As Federal and State highways expanded, the City and its land uses were carved into disparate sections divided by heavy, fast-moving traffic. City staff and elected leaders propose developing a Vision Zero Action Plan, complemented and informed by a supplemental health analysis and quick-build demonstration projects, that incorporates a Safe System Approach. The City was awarded an SS4A Planning and Demonstration Grant to: Develop a comprehensive Vision Zero Action Plan that establishes a framework for eliminating roadway fatalities and serious injuries; Conduct a supplemental Health Analysis; and Design and evaluate up to three quick-build demonstration projects;
III. PROJECT GOALS The selected consultant shall: Develop a comprehensive Vision Zero Action Plan; Utilize the Safe System Approach; Conduct a health analysis; Develop a High Injury Network (HIN); Engage community stakeholders; Identify and prioritize transportation safety improvements; Design and evaluate demonstration projects; and Position the City for future implementation grants.
