Solid waste program cost and rate study

Solicitation #RFP 25-32. Issued by Public Works - Public Service. The City of Charlottesville is seeking services for the performance of a comprehensive and detailed review of the City’s current solid waste program costs, fees, and associated administration structures. Based upon services provided by the City the offeror will calculate appropriate revenue requirements and subsequent service fees, to include multi-year rate adjustment scenarios and projections. As part of this process the City is interested in developing and establishing appropriate service rates and fee structures for the solid waste program that: Reflect the City’s policies regarding effective and efficient use of solid waste services Generate sufficient and stable revenue streams to fund and support the current and future solid waste program needs Establish a rate and fee structure that is aligned with the current market but can be sustained by the systems end users presently and into the future, including both residential and business services Encourages and supports the City’s landfill diversion efforts as part of its commitments to being A Green City Provides an overview of the City’s solid waste program’s funding and administration structure and proposes recommendations and/or alternatives that align with best practices Provides a comparison of similar localities and their program administration, fees, and rate structure
