Program Management Consultant Services

The Utah Transit Authority (UTA) is soliciting statements of qualifications for a Program Management Services Consultant (PMSC) for various UTA departments as outlined in this Request for Qualifications (RFQu). The selected Consultant (or Team) will perform Program Management Services under the day-to-day guidance of UTA, and in general conformance with a schedule and staffing budget plan developed by the PMSC and approved by UTA. Only one Proposer will be selected for the PMSC contract. The PMSC shall co-locate a certain number of key personnel (to be determined) and be able to scale their workforce to accommodate the estimated needs set forth on an annual basis under management and direction of the UTA Project Director/Manager. This request for qualifications identifies the current needs of UTA; however, the PMSC should be able to scale supporting staff up or down depending on UTA needs. The PMSC selected for this project will be expected to be experienced in performing similar work, with an emphasis on transit and related capital programs, and should feel free to propose alternative methods and techniques where appropriate. The PMSC will be expected to take a lead role on certain tasks, as determined by UTA. As such, the PMSC will act as an “extension of staff.” Note that this role does not convey any rights or benefits that staff employees of UTA are conferred. For purposes of this proposal, however, proposers should assume contract performance will begin on October 1, 2026. Project closes Sep 28, 2026 4:00 PM MDT.
