Issued by Lake Winola Municipal Authority, Wyoming County. Lake Winola Municipal Authority (Owner) is requesting Bids for the construction of the following Project:

REHABILITATION OF EXISTING PUMP STATION CONTRACT 25 – STRUCTURAL, MECHANICAL, AND ELECTRICAL WORK

Contracts No. 25 Consists of rehabilitation of an existing precast concrete submersible wastewater pumping station, including construction of an 8’ diameter off-line manhole for bypass pumping; bypass pumping operation; temporary portable electric powered pump; temporary diesel powered backup pump; low pressure sanitary sewer line connection to off-line manhole with isolation valves; installation of Owner-provided pump station structures, pumps, piping, valves, and fittings; force main connection to rehabilitated pump station; odor control system; and electric power and controls for electric service for bypass pumping operation and rehabilitated pump station power and controls.

Bids will be received online via the PennBid Program and all documents and solicitation details are available at no cost at https://pennbid.bonfirehub.com. Documents will be available on or after Thursday, October 1, 2026 and a non-mandatory pre-bid meeting will be held on Monday, October 19, 2026 at 10:00 AM at the Lake Winola Municipal Authority’s Wastewater Pumping Station located along Mislevy Road, Factoryville, PA 18419, approximately ¼ mile north of the intersection with Dalton Road. To arrange a site visit, prospective Bidders may contact Lake Winola Municipal Authority, via email @ lwmauth@gmailcom. The last day for questions regarding the project or to make a site visit is Thursday, October 22, 2026. Bids are due on Thursday, October 29, 2026 at 11:00 AM Eastern time on line PennBid.

A Bid Bond drawn to the order of the Lake Winola Municipal Authority in the amount equal to ten percent (10%) of the bid must be submitted with the proposal as bid security.

This project was financed in part by a grant from the Commonwealth of Pennsylvania, Department of Community and Economic Development.

PA Wage rates, PA Steel Procurement Act, Equal Opportunity Clause (41 CFR 60-1.4(b)), and Nondiscrimination/Sexual Harassment requirements also apply to this project. A contract will not be awarded to any firm that is suspended or debarred by the Commonwealth of Pennsylvania or the federal government.

Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
