Custodial services for Ventura County facilities

Reference #RFP 6250 - Janitorial Services. Department: GSA. Description: The County of Ventura (hereinafter referred to as "County") invites your organization to submit a written proposal to provide custodial services at various County of Ventura locations, as listed in Exhibit I. Proposals shall be due no later than 3:00 p.m. on October 09, 2026, for the furnishing of Custodial Services in accordance with the attached Terms and Conditions and Instructions to Offerors, which by this reference are made a part hereof.

Offerors shall be skilled and regularly engaged in the general class or type of work called for in the solicitation documents.

County reserves the right to award to more than one Contractor, award by location, by agency or any combination deemed to be most advantageous to County. As such, Offerors may propose service to all or a subset of the sites listed herein.

Background The General Services Agency (GSA) provides custodial services and supplies to approximately fifty-seven (57) service locations across forty-four (44) County facilities comprised of approximately 700,000 square feet of office, detention, law enforcement, parks/campground facilities and government use space. During the term of this Contract, facilities, facility types and associated square footage may change and may also include medical facilities requiring stringent cleaning standards. Each facility is cleaned subject to its task frequency sheet for regular service. Additional and emergency services are also required, as needed. Detention and other high security facilities have security protocols in place which may cause access delays on every attempted entry.

The Custodial Services contractor is required to provide extensive background security investigation reports twice (2) per year on all their staff members assigned to the County of Ventura. For those assigned to high security agencies, such as, District Attorney, Probation and Sheriff’s Department, specialized background security investigations are conducted by County.

Pre-proposal Conference & Job Walks A mandatory pre-proposal conference will be held at 10:00 a.m. on Tuesday, September 01, 2026, via Zoom. The conference may also be attended in person at the County of Ventura HOA Building, Lower Plaza, General Services Agency, Room 163, 800 S. Victoria Ave., Ventura, CA.

Mandatory Job Walk (Two-Day Schedule) County will conduct mandatory job walks over two (2) consecutive days to provide Offerors with an opportunity to review service locations, site conditions, operational requirements, and security requirements associated with this solicitation.

The locations identified for the job walks are representative of the facilities included in this solicitation and are not intended to represent the complete list of service locations. Offerors are responsible for reviewing all exhibits, including the complete service location list, task frequency sheets and all other requirements included in this RFP when preparing their proposal.

The scheduled job walks are as follows:

Day 1 – Oxnard / Ventura Locations, September 02, 2026, 10:00 a.m. (start at first location) 1. Ventura County Juvenile Justice Complex – 4333 Vineyard Ave, Oxnard 2. Day 2 – Camarillo / Thousand Oaks Locations, September 03, 2026, 10:00 a.m. (start at first location) 1. Ventura County Animal Services – 600 Aviation Dr, Camarillo 2. Department of Child Support Services – 5171 Verdugo Way, Camarillo 3. East Valley Sheriff Station – 2101 E. Olsen Rd, Thousand Oaks

To be considered responsive, offerors are required to attend both days of the job walks. Detailed site instructions will be provided at the mandatory pre-proposal conference. County maintenance personnel will conduct the site visits and answer any technical or operational questions at each location.

Site Visit Conditions & Requirements These are the only times these sites will be viewed with authorized personnel. A sign-in sheet will be administered at each site. Most of these sites are not accessible to the public.

Attendees participating in the mandatory job walks will be subject to security screening. Attendees must leave cell phones, cameras, and prohibited items, including pocketknives and weapons, in their vehicles. Attendees will also be required to sign and comply with a confidentiality statement.

Offeror Responsibility Offerors shall attend the mandatory pre-proposal conference and both days of the mandatory job walk to review the scheduled job walk locations. Offerors are responsible for fully understanding all site conditions. Failure to attend the mandatory pre-proposal conference or either day of the job walk shall result in the proposal being deemed non-responsive. Failure to inspect the site(s) shall not relieve the Contractor from responsibility for properly estimating the difficulty or cost of performing the work, nor shall it constitute grounds for additional compensation after contract award.

Questions & Submittal of Inquiries The purpose of the mandatory pre-proposal conference and mandatory job walk is to clarify requirements and answer Offeror questions. Offerors are strongly encouraged to submit questions in writing prior to the conference to ensure timely and comprehensive responses. The Contractor shall not commence work until the contract has been fully executed by the County and a meeting has been held between representatives of the Contractor and the County of Ventura.
