Positive youth development services for juvenile probation

Solicitation #2023-RFP-474. Issued by Procurement and Contract Division. In 2014, Pierce County was one of two Juvenile Detention Alternative Initiative (JDAI™) sites nationwide that received a probation transformation grant from the Casey Foundation. Since then, county leaders and probation staff have worked to cultivate new and constructive ties with local families and community organizations. The county has also created ambitious programs tailored to young people with serious delinquency histories and upgraded diversion and light-touch probation options for youth assessed as having a lower risk for rearrest. To help further the development of the Positive Youth Development Programming, Pierce County seeks to award multiple contracts with agencies or consultants experienced in supporting young people through a variation of services, to assist in providing the necessary services relevant to their background and youth development expertise. The County may include American Rescue Plan Act (ARPA) funds in certain awards for providers who are eligible to receive federal funds. The County reserves the right to amend eligible awarded contracts to add federal funding if additional federal funds are made available. A proposer’s ability to receive federal funds will not affect their evaluation score. The attached sample contract will include federal terms. Contracts that are awarded without any federal funds included will not contain federal terms. Please see Attachment A, RFP Document, for additional information.
