Senior ethnic congregate nutrition services

Solicitation #23-004-ADR-RFP. Issued by Human Services. Pierce County Human Services (PCHS) is seeking proposals from eligible and qualified proposers to provide culturally appropriate Senior Ethnic Congregate Nutrition Services five days per week to three or more priority ethnic groups as described under Priority Service Populations. Meals shall be provided consistent with the requirements of the OAA ( OAA through P.L. 116-131 (acl.gov) ), the Washington State Department of Social and Health Services Senior Nutrition Program Standards ( Senior Nutrition Program Standards | DSHS (wa.gov) ), the Washington State Retail Food Code, WAC Chapter 246-215 et seq., and RCW 43.20 regarding State Board of Health food service standards and practices. Pierce County Human Services has made available from Federal Older Americans Act (OAA) funding, Title III C1, up to $ $280,000 annually for Senior Ethnic Congregate Nutrition Services (SECNS). OAA-funded programs require the subcontractor to provide a minimum of fifteen (15) percent match of the total grant award from non-federal sources (grants, cash or in-kind). Program income may not be used to satisfy federal cost sharing or match requirements. Contractors must develop a contribution policy to allow persons served under the Federal Older Americans Act the opportunity to contribute to the cost of services provided. The policy must make provisions for confidentiality as well as for procedures to properly account for contributions made by participants. Contributions received must be used to expand and enhance program services and may not be used towards match. The County reserves the right to utilize other fund sources for these services if they become available.
