Interlocal agreements evaluation and recommendations

Solicitation #2023-RFP-248. Issued by Procurement and Contract Division. Pierce County, Washington seeks to acquire the services of a contractor to evaluate and make recommendations on the County’s management of interlocal agreements. Interlocal cooperation is authorized by Washington State law (RCW 39.34), which states that: “Any power or powers, privileges or authority exercised or capable of exercise by a public agency of this state may be exercised and enjoyed jointly with any other public agency of this state having the power or powers, privilege or authority, and jointly with any public agency of any other state or of the United States to the extent that laws of such other state or of the United States permit such joint exercise or enjoyment.” The County defines Interlocal Agreements as: “Agreements created under authority of the State of Washington Interlocal Cooperation Act, Chapter 39.34 RCW allow public agencies to enter into agreements with each other and with the State to exercise any power, privilege, or authority such agencies may have. Such agreements must be approved by the governing body of the participating public agencies.”
