Engineering services for Day Island sanitary sewer replacement

Solicitation #2023-RFQ-236. Issued by Procurement and Contract Division. Pierce County is seeking a Professional Engineering Services Firm (Consultant) to provide sanitary sewer collection system engineering services for the Day Island Sanitary Sewer System Replacement Project, Project number P-111316. The Day Island sewer system serves approximately 27 acres of land, 228 tax parcels, and 133 structures in the City of University Place. This isolated service area is served by a gravity sewer collection system, one pump station, and one force main off the island. The force main is attached to a vehicular bridge across the BNSF Railway and Puget Sound. The Day Island pump station is reaching its useful life and is prone to further deterioration by saltwater infiltration and corrosion. Rising sea levels will increase the risk of damage and increased maintenance at this pump station as well as private building sewers and plumbing exposed to wave and storm damage beneath some private homes. Rising sea levels will also continue to impact Pierce County’s ability to access, maintain, and preserve those portions of the public collection system that are installed in or near the tidal zone.

The map and images below show some of the existing sanitary sewer system components on Day Island. There are approximately 18 manholes located in the tidal zone; private plumbing installed underneath homes that is impacted by tidal action and one pump station (PS02) for the island that is subject to flooding during high tide/storm events. PS02 pumps wastewater through a force main attached to the Day Island Bridge to manhole 0041 at the east end of the bridge.
