Threat and hazard identification risk assessment for Pierce County

Solicitation #2023-RFP-134. Issued by Procurement and Contract Division. The Seattle UASI (Urban Area Security Initiative) Threat and Hazard Identification and Risk Assessment (THIRA) Stakeholder Preparedness Review (SPR) identify which threats and hazards would have the most impact on communities and identifies which capabilities need additional funding to support emergency preparedness and community resilience. The Seattle UASI is comprised of five jurisdictions: Pierce County, King County, Snohomish County, the city of Bellevue and the city of Seattle. With an estimated population of 4,102,400 as of 2022, the Seattle Metropolitan Statistical Area (MSA) it is the 15th largest MSA in the United States and is home to over half of Washington’s population. Federally mandated, the THIRA/SPR results are used by States and Federal Emergency Management Agency (FEMA) to improve the funding support provided before, during, and after incidents. Currently, FEMA requires that the THIRA be completed every 3 years and the SPR annually. The Seattle UASI consolidates information provided by local jurisdictions on the same cadence as required by the State. This data has been gathered by issuing 28 separate surveys to capture the current capabilities of stakeholders for the 32 core capabilities identified by FEMA.
