Co-living housing ordinance and implementation planning

Solicitation #24-004-AHP-CLHP-2. Issued by Human Services. The South Sound Housing Affordability Partners (SSHA3P), an interlocal organization operating pursuant to the Interlocal Cooperation Act ( RCW 39.34 ) and operating as a division of Pierce County Human Services, (hereafter known as “the County”), i n partnership with the C ities of DuPont, Edgewood, Fife, Fircrest, Gig Harbor, Lakewood, Puyallup, and University Place and the Town of Steilacoom (hereafter known as “the jurisdictions ”), is seeking proposals for consultation services to develop a model ordinance regarding co-living housing and guidance for implementation in compliance with Engrossed Substitute House Bill 1998, Chapter 180, Laws of 2024, to be codified under chapter 36.70A RCW, effective June 6, 2024. This project is in support of the Washington Department of Commerce’s recently awarded Coordinating Low-Income Housing Planning Grant for the jurisdictions. The County anticipates making up to $ 50,000 available for this project.

The Count y is seeking consultant services t o:

Create a model ordinance for co-living housing in compliance with ESHB 1998 and tailored to participating jurisdictions’ context.

Develop guidance for each participating jurisdiction on implementing the model ordinance and recommendations on removing barriers to developing co-living housing with an emphasis on meeting the housing needs of low and very low-income households.

Create GIS maps for participating jurisdictions identifying where co-living housing must be allowed under ESHB 1998.
