Automated license plate reader system and support services

Purpose: The City of Winchester is soliciting proposals from qualified firms to provide labor, materials, equipment, transportation and quality control and management for: The City of Winchester is seeking proposals from qualified firms to provide an Automated License Plate Reader/Recognition (ALPR) system and related support services. The proposed ALPR will provide enhanced monitoring and investigative capabilities to the Winchester Police Department, resulting in improved public safety services for the city’s residents and visitors. The ALPR system shall continuously monitor vehicles entering, leaving, and traversing through the city, as well as process vehicular and traffic information in a variety of ways to assist the Winchester Police Department with its investigative, and law enforcement and crime prevention activities. This Request for Proposal (RFP), plus the resulting agreement, shall be consistent with, and governed by the Act, the Virginia Public Procurement Act (VPPA). This award may be awarded to one or more firms. Term of Contract: The original contract term shall be three (3) years from date of award. The City reserves the right to cancel and terminate this Contract, without penalty, upon ten (10) days written notice to contractor. This contract may be renewed for: two (2) twelve (12) month periods.
