East Bottom Small Area Plan development for Salem

The work shall include, but shall not be limited to, preparation of the East Bottom Small Area Plan, an implementation-oriented amendment to the City of Salem Comprehensive Plan. The City expects a consultant-led process covering the East Bottom district, including an existing conditions assessment; public and stakeholder engagement; land use, housing, and economic analysis; transportation, multimodal mobility, and infrastructure assessment; environmental and flood mitigation assessment, including an environmental justice review; preservation, enhancement, and neighborhood stabilization strategies; industrial preservation, modernization, and economic resilience strategies; community character and design recommendations; evaluation of the rail corridor and historic train station; a future land use framework; and an implementation strategy with regulatory recommendations and funding opportunities, as described in the Scope of Work.
