Competitive charitable grantmaking program administration

The City of Richmond is transitioning from its traditional City-managed non-departmental grant process and will begin using selected Contractor(s) for program administration and management starting with the FY27 budget cycle. This approach builds on successful pilot programs including the Health Equity Fund, Positive Youth Development Fund, and Early Childhood Care and Education Trust Fund. The City's vision is that the Contractor(s) will serve as expert grantmaking partners that ensure equitable, transparent, and effective distribution of public funds to nonprofit and community-based organizations across four core focus areas: Arts and Culture, Children and Families, Economic Mobility, and Health.
