Crisis communication plan development and training

Solicitation #IRFP 8547-0-2021/AB. Issued by Purchasing. The purpose of this Informal Request for Proposal (“IRFP”) is to obtain a written Crisis Communications Plan (the “Plan”) and Joint Information Center (“JIC”) staff training in accordance with the requirements of the National Incident Management System (“NIMS”) for the City of Norfolk (the “City”). The Plan and staff training must align with several City goals: • Ensure compliance with FEMA guidance and consistency with nation-wide best practices, • Align with the City’s All-Hazards Plan and Communications EAP which can be found at the following link: https://www.norfolk.gov/4064/Team-Norfolk-Plans, and • Increase and improve City communication to internal and external citizens. The successful project will meet the following strategic goals: • Improve communication with citizens during man-made and natural crises, • Clearly delineate roles and responsibilities of JIC personnel, • Better equip city employees working in the JIC, and • Improve collaboration with outside agency partners. Working with the Director of Communications, the successful offeror (the “Contractor”) shall provide an off-the-shelf, customized Norfolk crisis communications plan and customized training of the plan with JIC personnel.
