Lifelong Learning Center establishment and operations

As a result of City Council discussions about its strategic priority of education, the City of Norfolk (“City”) established the Mayor’s Commission on Lifelong Learning (“Commission”) to assess the opportunities for lifelong learning afforded to Norfolk residents. The Commission’s purpose was to examine the state of lifelong learning in Norfolk, recommend actions that would improve opportunities for all citizens, and foster a creative, connected, and collaborative city. In March 2019, the Commission completed its work and submitted to City Council its findings and recommendations. The Commission framed its findings and recommendations using the United Nations Educational, Scientific and Cultural Organization (UNESCO) Institute for Lifelong Learning’s Model for Learning Cities. Learning Cities invest in lifelong learning as a coordinated resource that benefits its residents, enriches its communities, and strengthens its economy. Lifelong learning is at the core of a vibrant, robust, and resilient city. Residents of Learning Cities pursue learning opportunities throughout their lives – opportunities that reflect their diverse backgrounds, experiences, and ever-changing needs. Over time, lifelong learners become more dynamic, interconnected, and engaged citizens.
