The City of Norfolk seeks a qualified consulting firm to work collaboratively with City staff to prepare a 2023 update to the City’s comprehensive affordable housing study and a corresponding departmental strategic plan that supports the implementation of the recommendations, as well as provision of ongoing technical assistance. This effort shall provide research, policy analysis and strategies resulting in a set of goals and targets for preserving and developing affordable housing within a broader context of building and maintaining an inclusive and diverse community.
