Solicitation #RFP 9214-0-2022/MS. Issued by Purchasing. Purpose: The City of Norfolk (“City”) is requesting proposals from qualified firms to lease land at the Campostella Landfill (“the Site”) located at 2400 Berkley Ave Ext Norfolk, VA 23523, pursuant to a lease agreement and develop a land use solution that has significant environmental benefits. While development of a solar installation is preferred, the City is open to other ideas. Proposed solutions must be cost-positive and require no investment from the City.
