Official description
Project Title/Location: DESIGN-BID-BUILD P084 NEXT GENERATION TORPEDO INTEGRATION LAB, NAVAL STATION NEWPORT, NEWPORT RI SOLICITATION NO. N4008526R0178 This acquisition is being solicited on an unrestricted basis with full and open competition. THIS SOLICITATION INCLUDES CMMC LEVEL 1 (SELF) REQUIREMENTS IN ACCORDANCE WITH DFARS (on the official posting) (DEVIATION 2026-0038) AND (on the official posting) (DEVIATION 2026-0038). This project is considered a Large-scale Construction Project as defined in FAR 22.502 (DEVIATION 2026-O0040). Accordingly, the requirements of FAR Subpart 22.5 (DEVIATION 2026-O0040) will apply. The Offeror shall submit a signed Project Labor Agreement with their Price Proposal submission, in accordance with FAR Provision 52.222-33 (DEVIATION 2026-O0038) and FAR Clause 52.222-34 (DEVIATION 2026-O0038). Offerors that do not include a signed Project Labor Agreement complying with the terms of FAR 52.222-33 (DEVIATION 2026-O0038) and 52.222-34 (DEVIATION 2026-O0038) shall be considered nonresponsive and ineligible for award. Description of Work: This design-bid-build project will include the construction of a multi-story steel frame 12,920 SF laboratory and office facility. The facility will support a variety of functions including depot level testing of critical torpedo systems. Construction consists of a steel frame building with a shallow foundation, metal standing seam roof and masonry and metal panel exterior walls. The project includes all pertinent site preparations and site improvements, including underground stormwater retention system, mechanical and electrical utilities, telecommunications, landscaping, drainage, parking and exterior lighting. For Option 1, P1016 Consolidated RDT&E Systems Facility, this project will include the construction of a multi-story 17,978 SF laboratory facility supported by shallow foundations. The facility will utilize structural steel framing with a standing-seam roof. Exteriors are planned as a combination of masonry veneer and metal panel siding. Demolition includes removal of Building 1272T, a 548 m2 engineering facility.
