Description: Proposals will be evaluated based on behavioral health documentation quality, ease of use and clinician workflow, EHR integration and technical fit, privacy and regulatory compliance, implementation and vendor support, and overall cost/value.

Scoring: Selection Criterion Weight What You Are Evaluating Behavioral Health Documentation Quality 25% Produces clinically appropriate behavioral health notes; accurately captures interventions, client response, progress, and plan without excessive medicalization or unsupported inference. Ease of Use & Clinician Workflow 20% Minimal clinician burden; intuitive workflow; reduces documentation time; notes can be easily reviewed and edited before approval. EHR Integration & Technical Fit 15% Ability to integrate with WHS's existing EHR and workflow, including API/interface capabilities and implementation requirements. Privacy, Security & Regulatory Compliance 20% HIPAA compliance, BAA availability, 42 CFR Part 2 considerations, encryption, data retention controls, access controls, and appropriate handling of recordings/transcripts. Implementation & Vendor Support 10% Implementation assistance, training, responsiveness, ongoing technical support, and demonstrated ability to support a behavioral health organization of similar size. Cost / Overall Value 10% Total cost relative to functionality, expected clinician time savings, implementation requirements, and ongoing support.
