Issued by CITIES - City of Orem. Reference #Project No. 23.090.4. The City of Orem is soliciting proposals from qualified Phosphorus Control System suppliers for the design, manufacture, furnishing, delivery, and technical support of a complete Phosphorus Control System for the Orem Water Reclamation Facility.
The proposed system will treat anaerobically digested sludge through controlled struvite precipitation to reduce ortho-phosphorus concentrations, minimize uncontrolled struvite formation and phosphorus recycling, and support the City's wastewater nutrient-removal objectives.
The selected supplier will be responsible for providing a complete and functional integrated system, including process equipment, pumps, tanks, chemical feed and storage systems, blowers, valves, instrumentation, controls, PLC/HMI programming, and associated appurtenances. The scope also includes equipment design and fabrication, factory testing, delivery, installation support, commissioning, performance testing, operator training, O&M documentation, and warranty support.
Installation of the system will be performed under a separate construction contract. The selected supplier will be required to coordinate closely with the City, the City's Engineer, and the future General Contractor throughout design, installation, startup, and testing.
This project is anticipated to receive federal funding and is subject to applicable federal procurement requirements, including Build America, Buy America requirements. Project closes Oct 15, 2026 4:00 PM MDT.
