NOTICE TO BIDDERS GROUNDWATER PLANT GENERATOR & RIGHT ANGLE DRIVE (RAD) MAINTENANCE PROGRAM The City of Sugar Land seeks bids for furnishing all labor, material, and equipment, and performing all work required for the following project in the City: CIP PROJECT NAME: GROUNDWATER PLANT GENERATOR & RIGHT ANGLE DRIVE (RAD) MAINTENANCE PROGRAM CIP PROJECT NUMBER: CWA2406/2409 LOCATION OF WORK: FIRST COLONY WATER PLANT, 1950 FIRST COLONY BLVD, SUGAR LAND, TX, 77479 SUGAR CREEK WATER PLANT, 2030 COUNTRY CLUB BLVD, SUGAR LAND, TX, 77478 Plans, specifications, and bidding documents may be obtained from OpenGov Procurement. Sealed bids shall be posted electronically on OpenGov Procurement on or before 11:00 a.m. on Thursday, December 18, 2025, a t which time bids will be publicly opened and read. Bids received after the opening date and time will not be considered. A non-mandatory pre-bid meeting for all interested parties will be held on Microsoft Teams on Monday, November 24, 2025, at 11:00 am. A link will be posted on OpenGov Procurement with the meeting link. A non-mandatory field visit for all interested parties will be held on Tuesday, December 2, 2025, at 9:00 AM, starting at First Colony Water Plant. Questions regarding this bid must be received on or before 5:00 p.m. Thursday, December 4, 2025. Please post all questions to OpenGov Procurement. Necessary replies will be issued to bidders of records as addenda, which become part of the bidding instruments. Oral instructions do not form a part of the bidding instruments.

Note: Contact with any personnel of the City other than as authorized in this Invitation to Bid, regarding this Invitation to Bid, may be grounds for elimination from the selection process. The City does not assume responsibility for not receiving questions from the Bidder or the Bidders’ receipt of any answers, addenda, or amendments. THE SELECTED BIDDER(S) WILL BE REQUIRED TO ENTER INTO THE CITY OF SUGAR LAND STANDARD CONTRACT FOR CIVIL ENGINEERING CONSTRUCTION PROJECTS AND PROVIDE AND MAINTAIN THE MINIMUM INSURANCE COVERAGES REQUIRED UNDER THE CONTRACT. THE CONTRACT IS AVAILABLE AS AN ATTACHMENT TO THIS ITB. The City Council will award the contract as provided in the Invitation to Bid. The City of Sugar Land will give notice of the contract award within ninety (90) calendar days after the opening date and time.
