Official description
The Texas Racing Commission (TXRC) is publishing this Request for Proposal (RFP) for Stewards in Training to perform Services (Class 958/81) within the State of Texas. TXRC intends to make an award of at least one (1) or more contracts. Individual Blanket contract will not exceed $75,000.00 per fiscal year. Addendum: 9/24/2026 2:19 pm: ADDENDUM – STEWARDS IN TRAINING STAFFING REQUIREMENTS Our agency specializes in the horse racing industry, and due to the specialized nature of this work and the very low volume of qualified applicants, it is necessary to keep the solicitation open. Maintaining access to qualified veterinary professionals is critical to the agency’s ability to fulfill its statutory and operational responsibilities. Texas Racing Commission (TXRC) hires contractors to serve as Stewards-in-Training. They shadow seasoned officials to learn how to enforce the Texas Racing Act and the TXRC Rules of Racing at licensed horse racetracks. Scope of Responsibilities: Operational guidelines, Stewards in Training perform complex legal and technical officiating work under the direct supervision of the Chief Steward. They serve as temporary, journey-level regulatory contractors across licensed Texas horse racetracks. Given these statutory and regulatory requirements, maintaining an active solicitation is necessary to ensure the agency has continued access to qualified and specialized professionals. Closing the solicitation due to the limited applicant pool could create a significant staffing risk and potentially impact the agency’s ability to meet its regulatory obligations and maintain uninterrupted operations. Accordingly, we recommend that the solicitation remain open to allow the agency to continue identifying and recruiting qualified candidates as they become available.
