The Texas Racing Commission (TXRC) is publishingthis Request for Qualifications (RFQ) for contractedVeterinarian Technicians (Class961-86) within the State of Texas. Addendum: 8/24/2026 1:18 pm: ADDENDUM – VETERINARIANS AND VETERINARY TECHNICIANS STAFFING REQUIREMENTS Our agency specializes in the horse racing industry, and due to the specialized nature of this work and the very low volume of qualified applicants, it is necessary to keep the solicitation open. Maintaining access to qualified veterinary professionals is critical to the agency’s ability to fulfill its statutory and operational responsibilities. Texas law requires veterinarians and, by extension, licensed veterinary technicians to be employed and appropriately supervised at racetracks operating under the jurisdiction of the Texas Racing Commission. Statutory Requirement Under Texas Occupations Code § 2023.103, each race meeting conducted under the Commission’s jurisdiction must have at least one state veterinarian. Administrative Requirements: "The Texas Rules of Racing (Part 8 of Title 16 of the Texas Administrative Code) establish" Horse Racetracks: At least two veterinarians are required, including Commission veterinarians. Veterinary Technicians: Licensed veterinary technicians may be required to support veterinary operations and must work under the appropriate veterinary supervision. Supervision: Commission veterinarians oversee veterinary personnel and veterinary technicians at the racetrack. Scope of Responsibilities: Veterinary personnel support critical regulatory and operational functions, including pre-race examinations, drug testing, stable inspections, injury documentation, and emergency veterinary care. Given these statutory and regulatory requirements, maintaining an active solicitation is necessary to ensure the agency has continued access to qualified and specialized veterinary professionals. Closing the solicitation due to the limited applicant pool could create a significant staffing risk and potentially impact the agency’s ability to meet its regulatory obligations and maintain uninterrupted operations.
