Blacksmith Road Culvert Replacement

Issued by Weisenberg Township, Lehigh County. Notice is hereby given that Weisenberg Township will receive sealed bids online via the PennBid Program (http://pennbid.bonfirehub.com) until 1:00 PM prevailing time on Tuesday, October 6, 2026, for the Blacksmith Road Culvert. The work includes but is not limited to all labor, materials, tools, oversight and permits required to demolish and remove the existing dual 42” pipes, concrete culvert, and walls on Blacksmith Road in Weisenberg Township and install a precast culvert included but not limited to all associated site work, erosion and sediment controls, bypass pumping, site preparation and restoration, temporary and permanent traffic control, paving, and guiderail installation. Manufacture, delivery of the new culvert and footers will be completed by the manufacturer which has been bid and awarded by the Township. Sitework contractor will be required to coordinate delivery and placement of the new culvert and footers with the manufacturer. Sitework cannot proceed until after November 16, 2026, due to special protection requirement of endangered species in the vicinity of the project.

The stream reconstruction involves a series of pools and riffles that extend 150 feet through the streambed beginning approximately 50 feet upstream of the culvert and ending approximately 75 feet downstream of the culvert. These pools and riffles are detailed on the plans including stone size, location, number, width, and elevation. The modifications to the streambed are critical in nature and care should be taken to meet the specifications indicated in the plans and details. Project completion must be certified by our office and will not be granted unless these features are completed to satisfaction of the Design Engineer.

All bidding documents will be available online at no cost via the PennBid Program (http://pennbid.bonfirehub.com) beginning at 12:00 noon on Thursday, September 17, 2026.

Bids must be accompanied by a bid bond with a corporate surety authorized to do business in Pennsylvania, in accordance with the project specifications in the amount of 10% of the total bid amount. A Performance and Payment Bond in the amount of 100% of the contract shall be furnished by the successful bidder as detailed in the Instructions to Bidders. Prevailing Wage Rates shall apply.

Immediately following the due date and time, all bids received through PennBid will be opened online at the Engineer’s Office and referred to the Weisenberg Township for final award. An abstract of the bids received will be available to bidders on PennBid following the date and time that bids are due as indicated above.

A mandatory pre-bid meeting will be held at 10:00 AM on Friday, September 25, 2026, at the Township Building located at the site address: 3562 Blacksmith Road, Weisenburg Township. The Conservation District will be in attendance. Questions must be submitted through PennBid’s “Messages/Public Q&A” tab on or before 3:00 PM on Thursday, October 1, 2026. Responses will be provided via PennBid to all registered parties.

Successful bidder will be required to attend a mandatory pre-construction conference with the Township, Township Engineer and the Conservation District.

Weisenberg Township reserves the right to accept or reject any or all bids or portions or to waive any informalities in bidding and to withhold award for a period of sixty days. Project closes Oct 06, 2026 1:00 PM EDT.
