Intersection improvement project at Layfield Road and Schoolhouse Road

Issued by Upper Hanover Township, Montgomery County, PA. Notice is hereby given that Upper Hanover Township will accept sealed proposals online for the Intersection Improvement Project at Layfield Road (S.R. 0663) and Schoolhouse Road (T-239)/Montgomery Avenue within Upper Hanover Township, Montgomery County, PA. Bids will be accepted until 1:00 PM, October 30, 2026, via PennBID (https://pennbid.bonfirehub.com/) only. All bids received will be opened via PennBID at 1:00 PM, October 30, 2026.

Plans and specifications are available online at no charge via PennBID. (https://pennbid.bonfirehub.com/).

Questions must be submitted via PennBID by October 23, 2026, at 5:00 PM. Submission of a question does not guarantee that such question will be answered.

All proposals (bids) are to be accompanied by a bid bond or certified check in the amount of 10% of the total bid. The Township reserves the right to waive any minor informalities, irregularities or defects in the bid; or to reject any or all of the bids. The successful Bidder must comply with Pennsylvania Prevailing Wage Act. The Bid Specs reference the Prevailing Wages Project Rates as determined on 9/2/2026 under Serial Number 26-08009.

All bidders are required to establish proof of competency and responsibility, in accordance with 67 PA Code Chapter 457, Regulations Governing Pre-qualification of Prospective Bidders and PennDOT Form 408/2026, as supplemented and amended, Section 102. Subcontractors must pre-qualify in the same manner, if listed in the proposal or if they subsequently undertake the partial or total construction of one or more items of work. All bidders, and sub-contractors must be PennDOT pre-qualified contractors.

No bid may be withdrawn within sixty (60) days after the opening thereof, during which time the Township may review the bids and investigate bidder qualifications.
