Request for Proposal - Banking Services

Issued by Lycoming-Clinton Joinder Board, Lycoming & Clinton Counties, PA. Description The Lycoming-Clinton Joinder Board is soliciting proposals from qualified banking institutions to provide financial and banking services to the organization. The goal of the Lycoming-Clinton Joinder Board is to receive accurate, timely depository and account maintenance services; minimize risk of loss; receive sound investment and banking service advice; and utilize modern electronic and automated banking options to accomplish these goals at a reasonable price. Specifications include but are not limited to: depository and account maintenance services; electronic and automated banking services; investment and banking service advice; account security and fraud prevention; reporting and reconciliation support; and other banking services necessary to meet the operational needs of the Lycoming-Clinton Joinder Board. There is no expressed or implied obligation for the Lycoming-Clinton Joinder Board to reimburse responding banking institutions for any expenses incurred in preparing proposals in response to this request. Any inquiries must be directed via the “Ask a Question” feature within PennBid. Deadline for submitting questions is: 4:30pm, September 18, 2026. Responses to general questions will be circulated to recipients of the RFP. Sealed proposals for Banking Services will be received by The Lycoming-Clinton Joinder Board until 4:30pm, September 25, 2026, via the PennBid website – https://pennbid.bonfirehub.com. During the evaluation and selection process, proposers should be prepared to provide additional information, executive summaries or make oral presentations, as requested. The Lycoming-Clinton Joinder Board reserves the right to retain all proposals submitted and to use any ideas in a proposal regardless of whether that proposal is selected.
