Issued by City of Lancaster, Lancaster County. There will be a non-mandatory pre-bid conference held on Wednesday, October 7, 2026, at 9:00 AM at the Water Administration Building, 150 Pitney Road, Lancaster, PA followed by a site tour of the location for the project. It is required that Bidder conduct a pre-bid Site visit between the hours of 8:00 AM to 4:00 PM, Monday through Friday. Additional Site visits may be scheduled by contacting Mike Belfino, Water Distribution Manager, by calling (on the official posting) or emailing (on the official posting). The City of Lancaster, PA will receive bids online for the Operations Facility Expansion Project until October 28, 2026, at 11:00AM at which time they shall be opened electronically and publicly on PennBid’s website. In general, the work under this contract consists of construction the five new buildings. The Project involves 5 prime contracts: 1) General Constructions, 2) Mechanical, 3) Electrical, 4) Plumbing and 5) Fire protection.

The successful bidder shall be required to comply with all applicable laws protecting individuals from discrimination.

The Project and contract are subject to certain requirements, including to make payment of certain minimum salaries and wages and compliance with the Steel Products Procurement Act and other applicable requirements of federal and state law as specifically set forth in Article 27 of the instructions to Bidders. Additionally, building permits and associated inspections will be required to be obtained through the Bureau of Building Code Administration.

The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder’s processes with other City services, the value of warranty included in bid and the bidder’s ability to handle the volume of work proposed. Further, consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources as specifically set forth in Articles 3 and 4 of the Instructions to Bidders.

The City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications.

The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind.
