S. Franklin Street Water Main Replacement Project – Phase 1

Issued by Dallastown Borough, York County. Dallastown Borough (Owner) is requesting Bids for the construction of the following Project: S. Franklin Street Water Main Replacement Project – Phase 1 Contract No. 2026-02: General Construction Bids for the construction of the Project will be received online via PennBid, until Tuesday, October 6, 2026 at 10:00 AM local time. At that time, the Bids received will be opened via PennBid. Bid results will be posted for the public review on the PennBid Program. The Project includes the following Work: Replacement of approximately 400 LF of water main, replacement of approximately 15 service connections, 1 fire hydrant replacement, surface restoration and all other work identified in the Contract Documents. Obtaining the Bidding Documents Information and Bidding Documents for the Project can be found at the following designated website: https://pennbid.bonfirehub.com/ Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Instructions to Bidders Bid security in the form of a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBid in accordance with the Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Statutory Requirements Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project, and will be required to submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 141 of 2022, known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. Notice is hereby given to bidders that this Project is funded by the U.S. Department of Housing and Urban Development and is subject to the provisions of:  The Davis-Bacon Act of March 3, 1931, as amended, and wages must be paid by contractors according to the U.S. Labor Departments Wage Decision included in the specifications;  Provisions of Section 3 of the Housing Act of 1968; as amended by 24 CFR 75.  The President’s Executive Order 11246 or any other order which prohibits discrimination in employment. All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). Dallastown Borough reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of Dallastown Borough, and to reject any or all proposals.
