Branded apparel and e-commerce webstore services

Issued by Centre Area Transportation Authority, Centre County. You are hereby invited to submit a proposal for CATA Branded Apparel and Web Store. This document specifies information required to submit a proposal and explains the selection process and required documentation for submitting qualifications for this project.

All Proposals must be received by CATA no later than Thursday, October 22, 2026, at 3pm (EST).

Solicitation documents are available at no cost on PennBid (https://pennbid.net) When two or more firms desire to submit a single proposal in response to this RFP, they should do so on a prime-subcontractor basis rather than as a joint venture.

All applicable federal and state regulations and requirements, including but not limited to third-party contracting provisions, apply to this solicitation.

All questions or requests for clarification must be received via the “Clarifications” feature in PennBid no later than 3:00 p.m. (EST) on Thursday, October 08, 2025. Questions will be publicly answered on the PennBid clarifications page.

Proposals will be accepted electronically via PennBid until 3:00 p.m. (EST) on Thursday, October 22, 2026. Proposals received by any other means, or after this date and time will not be considered. All proposals must remain in effect for ninety (90) calendar days from the closing date.

CATA reserves the right to reject any proposals as it deems to be in its own best interests.

*Disadvantaged Business Enterprises are encouraged to submit bids. If you are a DBE certified under the Pennsylvania Unified Certification Program, please include copies of your current certification with your proposal.

*All proposals are considered public record upon award. Proposers are encouraged to indicate any proprietary or confidential information on proposal documentation.

*Any fees incurred from the bidding platform are the responsibility of the awarded firm. Project closes Oct 22, 2026 3:00 PM EDT.
