Official description

The Medford School District is utilizing the Sole Source Procurement method as allowed by Oregon Revised Statute to purchase the following goods: LETRS course, materials, licenses and LETRS certification. The vendor is Lexia Learning. Item 1 (924-78 Teaching and Instruction Services: Elementary and Secondary Education, Higher Education and Adult Education): The Medford School District is utilizing the Sole Source Procurement method as allowed by Oregon Revised Statute to purchase the following goods: LETRS course, materials, licenses and LETRS certification. The vendor is Lexia Learning. The reason for Sole Source is the District and school improvement efforts have identified a need to strengthen the consistency and effectiveness of core literacy instruction, particularly in the foundational knowledge and instructional practices that support students in becoming proficient readers. The district is seeking a sustained professional learning model that builds educator knowledge in the science of reading and Structured Literacy and supports stronger implementation of evidence-based literacy practices across elementary classrooms. LETRS is a proprietary professional learning program provided through Lexia Learning. There are other companies that offer Science of Reading professional development; but they would not be able to provide the actual LETRS course, materials, licenses, or LETRS certification. Market research included a review of Lexia's LETRS program information, Oregon Department of Education resources, alternative science-of-reading professional learning providers, and Oregon public-agency procurement practices. ODE identifies Lexia Learning Systems as the provider of LETRS and includes LETRS on Oregon's approved dyslexia-related training list. Additionally, Lane Education Service District has used sole-source procurement for Lexia Learning Systems for LETRS-branded materials and professional learning, including procurements in FY 2025-26 and FY 2026-27.
