ODRC is seeking proposals to identify a vendor to provide the items listed below in the quantities identified in Ohio Buys to Scope of Work (SOW) / Specifications Package OhioBuys Solicitation Type: Quick Quote / RFQ Agency: Department of Rehabilitation and Correction (ODRC) Facility: Southeastern Correctional Institution (SCI) Location: 5900 BIS Rd SW, Lancaster, OH 43130 Regulatory Mandate: Ohio Fire Code 1104.16.5.1 Inspection Interval: Required 5-Year Certified Inspection 1. PURPOSE & OBJECTIVE The State of Ohio, Department of Rehabilitation and Correction (ODRC), on behalf of the Southeastern Correctional Institution (SCI), is soliciting competitive electronic quotes through OhioBuys for professional Structural Engineering services. The contractor shall provide all engineering expertise, labor, materials, equipment, and testing tools required to execute a complete structural safety inspection and code certification for six ( 6 ) specific exterior emergency egress structures. This inspection is strictly required to satisfy and clear active State Fire Marshal structural violation documentation issued under Ohio Fire Code (OFC) Section 1104.16. At the following Location: Southeastern Correctional Institution Project Objective: Code Certification of Emergency Egress Systems to Remedy State Fire Marshal Violation 1104.16.5.1 1. OBJECTIVE & REGULATORY COMPLIANCE The Consultant shall perform a professional engineering inspection, structural evaluation, and physical live load testing to certify life-safety egress systems. All work must strictly comply with Ohio Fire Code (OHFC) Section 1104.16.5.1, verifying that all stairways, balconies, ladders, cantilevers, and structural anchorages safely support a minimum uniform live load of 100 lbs/sq. ft. 2. SCOPE OF SERVICES Phase 1: Field Investigation & Pre-Test Visual Inspection • Cantilever Systems (2 Units): Inspect the pivot points, counterweights, cables, pulleys, release mechanisms, and structural framing elements of the two (2) designated 2-story cantilever fire exits to ensure complete operational balance and safe deployment. • Metal Fire Escapes (4 Units): Inspect all treads, risers, stringers, handrails, guardrails, platforms, grating, and connection brackets across all four (4) 2-story metal fire escapes. • Corrosion & Section Loss Evaluation: Quantify and document areas of localized rust, pitting, scaling, and material section loss on all structural steel components to ensure safe load testing execution. • Anchorage Analysis: Examine all structural connections to the building's main frame, including through-bolts, expansion anchors, embedded plates, and structural welds. Phase 2: Mandatory Structural Load Testing • Test Plan Design: The engineer shall develop a controlled structural load-testing protocol detailing exact weight placement, structural loading steps, safety boundaries, and deflection criteria. • Testing Execution: The engineer shall supply, coordinate, and witness the placement of certified test weights (such as water bladders or calibrated blocks) to confirm the mandated code capacity of 100 lbs/sq. ft. • Cantilever Function Testing: Perform operational drop-tests on the two cantilever systems to confirm unhindered functional movement and reliable gravity deployment under emergency situations. Phase 3: Reporting & Certification • Condition & Deflection Assessment: Detailed logs, descriptive field notes, and complete photographic logs of each of the six (6) structures under static and loaded environments. • Deficiency Log: A prioritized list of material defects, physical failures, or code compliance gaps identified during inspection and testing. • Repair Specifications: Specific engineering guidance and repair criteria for any necessary structural remediation (e.g., weld procedures, anchor retrofits, paint/coating specifications). • Compliance Certification: A signed and sealed professional engineering statement confirming that the structures comply with the 5-year fire escape safety requirements. 3. DELIVERABLES • Draft Inspection & Testing Report: Submitted electronically for facility administrative review within 14 business days of completing field investigations. • Final Certified Report: Three (3) hard copies and one (1) high-resolution digital PDF file containing the final report, officially stamped and signed by a Professional Engineer (PE) registered in the State of Ohio. 4. SPECIAL CONSIDERATIONS & SECURITY • Correctional Facility Environment: The Consultant must comply with all institution security protocols, background screening checks, gate clearance protocols, tool logging rules, and secure escort requirements. • Access & Test Equipment: The Consultant is solely responsible for providing all necessary ladders, scaffolding, aerial lifts, rigging gear, certified weights, and testing hardware required to perform the scope safely. 5. OHIO BUYS PLATFORM & INVOICE ROUTING Contract procurement, initial award bidding, and formal Purchase Order (PO) generation are processed entirely through the Ohio Buys eProcurement platform. Invoicing can be completed outside of the Ohio Buys platform. All project invoices must be submitted directly to the institution's procurement officer or authorized employee for verification and processing. 6. FINANCIAL & INVOICING TERMS • Pricing Model: This contract is structured as a Fixed-Price Statement of Work. The agreed-upon total fee encompasses all field equipment, travel, background screening compliance, and engineering reporting fees. • Invoicing Schedule: Invoices may be submitted to the institution's procurement agent upon successful receipt, review, and final acceptance of Deliverable 3 (Final Sealed Certification).
