Reference #RFQ033802. Description: 1.1 Scope: The City of Columbus, Department of Public Service is receiving proposals until November 4, 2026 at 10:00 A.M. local time, for professional services for the Roadway - N Knot - 315 at Lane Avenue RFP; PID No. 117947. Proposals are being received electronically by the Department of Public Service, Office of Support Services via Bonfire at https://columbus.bonfirehub.com/login.
This project consists of improving Lane Avenue and SR315 within the existing interchange area. Improvements will consist of optimizing the lane configuration through the interchange on both Lane Avenue and the ramps. The interchange will be a new modified diamond interchange to increase efficiency for future development. Pedestrian and bicycle facilities will be installed for the full limits on Lane Ave. The SR315 bridge over Lane Ave will be replaced and lengthened as well as the CSX railroad bridge over Lane Ave. Landscaping will be incorporated into the interchange area. Lighting will be replaced and upgraded as well as new lighting installed where none exists. Stormwater quality and quantity controls are required.

A pre-proposal meeting will not be held.

The selected Consultant shall attend a scope meeting anticipated to be held on/about two weeks after proposals are due. The projected scope date will be specified in the RFP. If the Project Manager is not available, the Consultant may designate an alternate to attend in their place.
1.2 Classification: All proposal documents (Request for Proposal, reference documents, addenda, etc.) will be available for review and download on Bonfire at https://columbus.bonfirehub.com/login after the RFP is advertised. Firms must meet the mandatory requirements stated in the RFP for a proposal to be considered for contract award.

The following are the evaluation criteria that will be used for this RFP: • Project Manager (Maximum 20 points) • Project Team (Maximum 25 points) • Past Performance (Maximum 25 points) • Understanding of Project/Project Approach (Maximum 30 points)

A debriefing session is available to all professional services prime consultants who are unsuccessful in responding to this solicitation for request for proposals.
