***IMPORTANT UPDATE*** The due date for quotes has been extended to from 10/7/2026 to the new date and time of 10/9/2026 @ 10 AM EST. Vendor questoins and answers are still being worked for completion and are intended to be completely shortly and posted publicly. A further update will be given at a future date. For question please reach out to either of the POCs on listed on this notice. ***IMPORTANT UPDATE*** Requirement Title: Preventative and Remedial Maintenance for Diesel Generators The Contracting Officer will conduct a site visit at Portsmouth Naval Shipyard. All prospective offerors are urged to attend this site visit. Offerors attending the site visit will meet at the following time and location to be escorted to the site: Date: Thursday September 24, 2026 Time: 10:00 AM EST Location: Portsmouth Naval Shipyard Offerors who plan to attend shall submit a visit request at least three (3) days prior to the visit. Offerors shall comply with the base access requirements specified elsewhere specified in the solicitation to gain access to the site. Vendors should fill out the attached DBIDs access form and submit it along with their visit request to the Contract Negotiator via e-mail at: (on the official posting) The deadline for receipt of questions is Monday September 28, 2026 by 09:00 AM EST. Although every effort will be made, the Government makes no guarantee that questions received after the date above will be answered. Evaluation and Basis for Award: The Government intends to solicit, evaluate and award a contract resulting from this solicitation using the policies and procedures in FAR Part 12. The Government intends to award a single contract to the Vendor whose quotation represents the highest technically rated proposal with fair and reasonable prices to the Government in accordance with RFO FAR 15.103-3, based on the following factors and elements: 1. Technical Capability a. Personnel Qualifications b. Emergency Response Capability c. Technical Resources and Equipment 2. Corporate Experience 3. Past Performance 4. Price The Government will not consider tradeoffs between cost or price and non-cost or non-price factors, and that the highest technically rated proposal will be selected for award if it offers a fair and reasonable price.
