Official description

RFP: Double Envelope Proposal. Issued by Prince George's County Government. Category: Cleaning and janitorial services. Prince George's County, Maryland (the “County”), by and through the Office of Central Services (“OCS”), Facilities Operations and Management Division (“FOM”), requires qualified contractors to provide comprehensive janitorial, custodial, facility-hygiene, and related supplemental services at County-owned and County-operated facilities. The County’s portfolio includes administrative offices, health and human services facilities, courts and justice facilities, public safety facilities, correctional and animal services facilities, warehouses, maintenance and transportation facilities, and other specialized properties. Facilities vary substantially in size, occupancy, operating hours, public access, security designation, and cleaning requirements. The Contractor shall therefore manage each awarded Building Group as an integrated service program while meeting the facility-specific requirements in the Building Inventory List. The County has organized this requirement into nine (9) separately awardable Building Groups. The multiple-award structure is intended to maintain competition, distribute performance risk, support continuity of essential janitorial services, provide meaningful prime-contracting opportunities to multiple qualified County firms, and ensure that no single Contractor becomes the County’s sole source for the entire janitorial portfolio. Each Building Group will be evaluated and recommended for award independently. An Offeror may receive an award for one Building Group, two Building Groups, or no Building Groups. Timeline RFP Publication: October 29, 2026 Site Visit Dates: Mandatory site visits by Building Group, November 9 through November 19, 2026. Attendance is mandatory with no exceptions; no more than two (2) individuals per company. See Section 5.8 and Attachment Q.
