RFP: Double Envelope Proposal. Issued by Maryland Transit Administration. Category: Rails. The Design-Build Contract includes design and construction of improvements (“the Project”) at the Cromwell Maintenance and Storage Facility (henceforth referred to as “Cromwell MSF” or “Cromwell”) located at 7390 Baltimore Annapolis Blvd, Glen Burnie, MD to accommodate the anticipated purchase of new Low Floor Light Rail Vehicles (LFLRVs), the transition from the current High Floor Light Rail Vehicle (HFLRV) fleet to new LFLRVs, and the transitioning, training, testing, commissioning, and maintenance activities for the new LFLRVs.
