Public Notice. Agency solicitation #27/PRO-0011-S. Issued by Morgan State University. Category: Software or hardware engineering. Morgan State University (“the University” or “Morgan”), an agency and instrumentality of the State of Maryland, located at 1700 East Cold Spring Lane, Baltimore Maryland 21251, is a historically Black institution with the unique designation as Maryland’s preeminent public urban research university. Governed by a Board of Regents, Morgan is independent of the University of Maryland System. Currently, the University enrolls approximately 10,000 students and employs over 2,200 individuals. Offering degree programs from the baccalaureate through the doctorate, Morgan has a comprehensive mission which encompasses instruction, research and public service. This RFP is intended to provide Offerors with sufficient information to prepare and submit proposals for consideration (“Proposals”) in order to provide Morgan with a qualified Offeror to design, develop, implement, deploy, and support a cloud-based Perceived Risk Hierarchy Theory (PRHT) Digital Platform. In addition, this RFP will provide Offerors an opportunity to present their qualifications, experience, and conceptual approach to providing the requested services.
