Official description

Solicitation #26-590. Issued by Procurement. Transportation Control Measure (TCM) 47c was adopted by the National Capital Region Transportation Planning Board (TPB) in the fiscal year 1995-00 Transportation Improvement Program (TIP). The measure is now a Transportation Emission Reduction Measure (TERM) and both transportation and emission impacts resulting from this measure are counted in the TPB’s regional TERM Tracking Sheet. The Contractor shall provide daily employer outreach services for employers within Frederick County, Maryland which will help promote commute alternatives in ways which best suit their businesses and to provide a means for the region to evaluate the impact of these employer efforts. Since employers in the Washington metropolitan region and in the specified jurisdiction are not mandated to participate in employer-based trip reduction programs, the Metropolitan Washington Council of Governments (MWCOG) Commuter Connections program has been implementing voluntary alternative commute programs in their service areas through this project. It is expected that the Contractor shall provide direct assistance to private sector employers (including non-profit corporations or agencies) with over 100 employers located in Frederick County through a coordinated outreach program through MWCOG’s Commuter Connections program. In addition, the Contractor shall provide information to Transit Services of Frederick County (Transit) and MWCOG which will assist in the regional assessment of the impact of the Frederick County efforts on vehicle travel and air quality through a comprehensive program of program data collection, monitoring, and evaluation.
