Official description
Item 1: The Illinois State Police (ISP) Intelligence Support Unit (ISU) is seeking bids for three (3) complete portable covert vehicle surveillance systems. These systems must be fully self-contained, battery-powered, and capable of long-term mobile or stationary surveillance operations. Each system must support remote viewing and control, video transmission, and recording over cellular networks, and must function reliably in extreme environmental conditions. Systems must be deployable inside passenger vehicles, SUVs, vans, and trucks without any vehicle modifications, and must include covert camera enclosures, recording hardware, video management software, cellular communications equipment, and an integrated battery power system. The vendor shall demonstrate working knowledge of the proposed equipment, including the ability to configure, program, install, operate, and provide technical support for the system it supplies. Acceptable evidence includes a letter of authorization, an active service or support agreement, documented prior experience deploying the proposed equipment, or equivalent documentation confirming the vendor can directly support what it provides. Any item, material, or component reasonably required for a complete and fully operational stand-alone unit shall be deemed included. A minimum one-year manufacturer warranty, including technical support and immediate replacement of defective components, is required. Bidders shall provide a specification sheet or other suitable documentation which shall include, at a minimum, Brand Name, Model Name, and Specifications for the products quoted. This must be of sufficient detail to enable the ISP to determine whether the product offered to the ISP meets our requirements as stated in this Bid. All prices must include shipping and handling charges. All items must be delivered within 45 days of last signature on fully executed contract. All deliveries must be received at the Illinois State Police, Attn. DCI 801 S 7th St. 300-N Springfield, IL 62703. Deliveries are accepted Monday through Friday, 9:00am to 3:00pm; No Weekend or State Holiday Deliveries will be accepted. No price increase will be accepted. In the event of a price decrease, the agency is guaranteed to receive the lowest price. We reserve the right to reject all offers or to reject individual offers for failure to meet any requirement. Winning vendor will be selected based on low quote total.
